経済体制改革の牽引的役割
第18期三中総の「改革の全面的深化における若干の重要な問題に関する中共中央の決定」（以下「決定」と称す）は改革の全面的深化についてのロードマップを描き出すよう決め、経済体制改革を重点とし、経済体制改革に牽引の役割を発揮させることをとりわけ強調している。なぜならば、中国は今もなお、そしてこれからも長期にわたって社会主義初級段階にあるという基本的国情は変わっておらず、人民の日増しに増大する物質・文化面の需要と立ち遅れた社会生産の矛盾という主要な社会矛盾は変わっておらず、中国は世界最大の発展途上国であるという国際的地位も変わっていないからである。このことは、経済建設がなおも中心的な仕事であることを決定付けている。揺るぐことなく経済建設を中心とすることを堅持するには、揺るぐことなく経済体制改革を重点とすることを堅持しなければならない。現在、科学的な発展を制約している体制・仕組み上の障害の多くは経済の分野に集中しており、経済体制改革の任務がまだまだ達成されておらず、経済体制改革の潜在力も今もなお十分に引き出されていない。経済的土台は上部構造を規定するので、経済体制改革はその他の面の改革に対し重要な影響と波及効果をもたらす。また、重要な経済体制改革の進度はその他の面での多くの体制改革の進度を決定付け、全局にも影響を与える。改革を全面的に深める中で、われわれはあくまで経済体制改革を主軸にすえて、重要な分野と肝心な部分での改革で新たな突破を得られるよう努め、それをもってその他の分野の改革を牽引・促進し、各々が好き勝手に振舞って力が分散することがないよう諸方面の改革を共同で推進し、合力を形成するようにしなければならない。
发挥经济体制改革的牵引作用
中共中央十八届三中全会决定描绘的全面深化改革的路线图中，突出强调以经济体制改革为重点，发挥经济体制改革牵引作用。这是因为，中国仍处于并将长期处于社会主义初级阶段的基本国情没有变，人民日益增长的物质文化需要同落后的社会生产之间的矛盾这一社会主要矛盾没有变，中国是世界最大发展中国家的国际地位没有变。这就决定了经济建设仍然是中心工作。坚持以经济建设为中心不动摇，就必须坚持以经济体制改革为重点不动摇。当前，制约科学发展的体制机制障碍不少集中在经济领域，经济体制改革任务远远没有完成，经济体制改革的潜力还没有充分释放出来。经济基础决定上层建筑，经济体制改革对其他方面改革具有重要影响和传导作用，重大经济体制改革的进度决定着其他方面很多体制改革的进度，具有牵一发而动全身的作用。在全面深化改革中，我们要坚持以经济体制改革为主轴，努力在重要领域和关键环节改革上取得新突破，以此牵引和带动其他领域改革，使各方面改革协同推进、形成合力，而不是各自为政、分散用力。
Letting economic structural reform play the role in leading other reforms
The decision of the Third Plenary Session the 18th CPC Central Committee drew a roadmap for comprehensively deepening reform.
The roadmap stresses the need to stay focused on economic structural reform and make full use of its leading role.
This is because China is still in the primary stage of socialism and will remain so for a long time to come.
This basic condition has not changed; nor has the major problem of how we can meet the ever-growing material and cultural needs of the people given the underdeveloped productive capacity of society; and nor has China’s international status as the world’s largest developing country.
This is why China has to keep economic development as its central task. To make sure that China does not waver in doing so, it must stay focused on economic structural reform. At present, many of the institutions and mechanisms constraining China’s development in a balanced manner are found in the economic sphere.
The task of economic structural reform is far from complete, and the potential of this reform has not been fully unleashed.
The economic basis determines the superstructure and economic structural reform has an important influence and ripple effect on reforms in other fields.
The progress of major economic structural reforms determines the progress of many other structural reforms, and indeed affects all our reform efforts.
As China comprehensively deepens reform, it needs to keep economic structural reform as the principal axis, strive to make new breakthroughs in the reforms of important areas, and use them to drive other reforms, so that all reforms move forward together and form a synergy, rather than being uncoordinated so that their effects are dissipated.
Faire jouer à la réforme du système économique son rôle moteur
La feuille de route de l’approfondissement global des réformes, définie par la décision de la 3e session plénière du XVIIIe Comité central du PCC, a mis en relief la réforme du système économique et souligné son rôle d’entraînement.
La situation selon laquelle la Chine se trouve et se trouvera pendant une période assez longue dans le stade primaire du socialisme n’a pas changé. La principale contradiction sociale marquée par l’écart entre, d’une part, les demandes matérielles et culturelles croissantes de la population et, d’autre part, le retard dans la production sociale, n’a pas changé. Le statut de la Chine en tant que plus grand pays en voie de développement n’a pas changé. Par conséquent, l’édification économique reste et restera le centre des activités. La persévérance dans l’édification économique exige de mettre en relief la réforme du système économique. A l’heure actuelle, nombre d’obstacles institutionnels entravant le développement scientifique se concentrent dans le domaine économique. La réforme du système économique est loin de s’accomplir et les potentiels de cette réforme sont à libérer complètement. L’infrastructure économique détermine la superstructure. La réforme du système économique exerce une influence importante et joue un grand rôle moteur pour la réforme des autres secteurs. La progression des réformes capitales du système économique détermine celle des autres secteurs et génère des réactions positives sur l’ensemble de la situation. L’approfondissement global des réformes doit être axé sur la réforme du système économique et basé sur de nouvelles percées dans la réforme des domaines importants et des maillons clés afin d’entraîner la réforme des autres secteurs et de faire progresser toutes les réformes de manière coordonnée et cohérente.
La puesta en valor de la función remolcadora de la reforma del régimen económico
En la hoja de ruta de la profundización integral de la reforma, delineada en la Decisión de la III Sesión Plenaria del XVIII Comité Central del PCCh, se destacan sobremanera la asunción de la construcción económica como centro de gravedad y la puesta en juego de la función remolcadora de la reforma del régimen económico. Esto se atribuye a que no han cambiado nuestra situación nacional básica de larga permanencia presente y futura en la etapa primaria del socialismo ni la principal contradicción de nuestra sociedad –la que hay entre las crecientes necesidades materiales y culturales del pueblo y el atraso en la producción de la sociedad– ni nuestro estatus internacional como mayor país en vías de desarrollo. Precisamente ello determina que la construcción económica continúe siendo la tarea central. La invacilación en asumir con perseverancia la construcción económica como tarea central exige no titubear en mantener la reforma del régimen económico como centro de gravedad. En la actualidad, no pocos obstáculos que condicionan el desarrollo científico, derivados de regímenes y mecanismos, se concentran en el ámbito económico; por consiguiente, las tareas de la reforma del régimen económico distan aún de su cumplimiento y el potencial de dicha reforma todavía no se ha liberado por completo. La base económica determina la superestructura. La reforma del régimen económico ejerce una importante influencia sobre las de otros ámbitos y desempeña respecto a ellas una función transmisora. Cualquier leve movimiento en la importante reforma del régimen económico, cuyo ritmo de avance determina el de las de otros muchos regímenes, tiene repercusiones enormes en el conjunto de la situación. Persistiendo en la reforma del régimen económico como eje principal, en el curso de la profundización integral de la reforma debemos esforzarnos por lograr nuevos avances sustanciales en las reformas de los ámbitos importantes y los eslabones clave para tirar de las de otros terrenos y propulsarlas, de suerte que la reforma avance sinérgicamente en sus distintas facetas y forme una fuerza convergente, en lugar de que cada cual vaya por su lado y las fuerzas se dispersen.
إبراز الدور الريادي لإصلاح الهيكل الاقتصادي
أكدت خارطة الطريق الخاصة بتعميق الإصلاح على نحو شامل، التي رسمها قرار الدورة الكاملة الثالثة للجنة المركزية الثامنة عشرة للحزب الشيوعي الصيني، بصورة بارزة على اتخاذ إصلاح النظام الاقتصادي نقطة جوهرية وإبراز الدور الريادي لإصلاح النظام الاقتصادي. يرجع السبب لذلك إلى عدم تغير الوضع الأساسي للدولة، المتمثل في أن الصين ما زالت وستبقى في المرحلة الأولية من الاشتراكية لفترة طويلة، ولم يتغير التناقض الاجتماعي الرئيسي وهو التناقض بين متطلبات الشعب المادية والثقافية المتزايدة يوميا وبين الإنتاج الاجتماعي المتخلف، ولم تتغير المكانة الدولية للصين وهي أنها أكبر دولة نامية في العالم. وهذا ما يقرر أن البناء الاقتصادي لا يزال العمل المركزي. ومن أجل التمسك باتخاذ البناء الاقتصادي مركزا بدون تزعزع، لابد من التمسك باتخاذ إصلاح النظام الاقتصادي كمركز ثقل، بدون تزعزع. في الوقت الحالي، تتمركز الكثير من العوائق المؤسسية المقيدة للتنمية العلمية في مجال الاقتصاد، ولم تنته مهمة إصلاح النظام الاقتصادي، ولم يتم إطلاق القوة الكامنة لإصلاح النظام الاقتصادي بشكل كامل. القاعدة الاقتصادية تقرر البناء الفوقاني، وإصلاح النظام الاقتصادي ذو دور تأثير وتوصيل هام إلى الإصلاح في مجالات أخرى، وتقدم إصلاح النظام الاقتصادي سيقرر تقدم الإصلاح الهيكلي في مجالات كثيرة أخرى، وله دور مشابه لـ"نتف شعرة واحدة يهزّ كامل البدن". أثناء تعميق الإصلاح على نحو شامل، يجب علينا أن نتمسك باتخاذ إصلاح النظام الاقتصادي محورا رئيسيا، لتحقيق اختراقات جديدة في المجالات الهامة والحلقات المحورية، لتحريك الإصلاح في المجالات الأخرى، وجعل إصلاحات الجوانب المختلفة تتقدم سويا لتشكيل قوة موحدة بدلا من تشتيت القوة ليعمل كل جانب لوحده.
