民主集中制
民主集中制は中国の政権の根本的な組織原則であり、指導原則である。民主集中制の実施とは、民主を十分に発揮し、集団で討議によって決めることを通じて、人民の意向とニーズを十分に伝達、反映させ、その基礎の上で、正確な意見をまとめ、集団討議によって政策を決定し、人民の意向、要求を実現し、満足させなければならないということである。民主集中制の実施はまた「多数を尊重し、少数を保護する」というように、無政府主義的な「大民主」に反対し、個人の意志が組織の上に君臨することに反対するということを前提とする。民主集中制は指導部と民衆、上級と下級、部分と全体、組織と個人の正しい関係を規定し、党と国家の団結統一を擁護し、事業を推進、発展させる重要な保証である。
民主集中制
民主集中制是中国国家政权的根本组织原则和领导原则。实行民主集中制，就是要求充分发扬民主，集体议事，使人民的意愿和要求得到充分表达和反映，在此基础上集中正确意见，集体决策，使人民的意愿和要求得以落实和满足。实行民主集中制，还要求“尊重多数，保护少数”，反对无政府主义的“大民主”，反对把个人意志凌驾于集体之上。民主集中制规定了领导和群众、上级和下级、部分和整体、组织和个人的正确关系，是维护党和国家团结统一、推进事业发展的重要保证。
Democratic centralism
Democratic centralism is a fundamental organizational and leadership principle for exercising state power in China. It calls for giving full play to democracy and collectively deliberation of state affairs to give full expression to people’s will and needs. This should serve as the basis for collecting correct views and collectively making decisions to implement and satisfy the will and needs of the people. It also calls for respecting the majority while protecting the minority, opposes anarchic “greater democracy” and is against putting one’s will above that of the collective. Democratic centralism defines the correct relationship between officials and the people, between superiors and subordinates, between parts and the whole, and between organizations and individuals. It is also an important guarantee for safeguarding the unity of the CPC and the country and advancing China’s cause.
Le centralisme démocratique
Le centralisme démocratique est le principe fondamental d’organisation et de direction du pouvoir d’Etat en Chine. Pour mettre en application le principe de centralisme démocratique, il faut faire valoir pleinement la démocratie et recourir aux discussions collectives, afin que la volonté du peuple soit pleinement exprimée et entièrement entendue. Sur cette base, on centralise les opinions justes pour prendre des décisions collectives, et mettre en œuvre et satisfaire la volonté du peuple. L’application du centralisme démocratique exige aussi « le respect de la majorité et la protection de la minorité », l’opposition à la « grande démocratie » anarchiste, ainsi que l’opposition des tentatives d’un individu d’imposer sa volonté à la collectivité. Le centralisme démocratique a défini clairement les rapports corrects entre la direction et les masses populaires, entre l’échelon supérieur et l’échelon inférieur, entre la partie et l’ensemble, ainsi qu’entre l’organisation et le particulier. Il constitue donc un garant important de l’unité du Parti et de l’Etat et du progrès de notre cause.

El centralismo democrático es el principio fundamental de organización y el de dirección del poder estatal de China. Su aplicación exige precisamente el pleno despliegue de la democracia y que los asuntos se deliberen de manera colectiva con el fin de hacer que los deseos y las demandas del pueblo tengan expresión y reflejo plenos y, sobre esta base, centralizar las opiniones correctas y tomar juntos las decisiones, haciendo así satisfacerles deseos y demandas. La aplicación del centralismo democrático exige además “respetar a la mayoría y proteger a la minoría”, oponerse a la “macrodemocracia” anarquista y oponerse a la imposición de la voluntad individual sobre la colectividad. El centralismo democrático contiene prescrita la relación correcta entre los dirigentes y las masas, entre los niveles superiores y los inferiores, entre las partes y el todo y entre la organización y los individuos, y constituye una garantía sustancial para salvaguardar la unidad y la unificación del Partido y el Estado y propulsar el desarrollo de nuestra causa.
نظام المركزية الديمقراطية
يعد نظام المركزية الديمقراطية المبدأ التنظيمي الأساسي والمبدأ القيادي لسلطة الدولة الصينية. يتطلب انتهاج نظام المركزية الديمقراطية ضرورة تنمية الديمقراطية بشكل مستفيض، والمناقشة الجماعية، وجعل رغبات الشعب ومطالبه تُعبر وتُجسد بشكل تام، ثم جمع الآراء الصائبة على هذا الأساس، واتخاذ قرارات سياسية بشكل جماعي، وجعل رغبات الشعب ومطالبه تُحقق وتُستجاب. كما يقتضي انتهاج نظام المركزية الديمقراطية "احترام الأكثرية وحماية الأقلية"، ومعارضة "الديمقراطية الكبرى" الفوضوية، ومقاومة وضع االإرادة الشخصية فوق الجماعة. يحدد نظام المركزية الديمقراطية العلاقات الصحيحة بين القيادة والجماهير، وبين المستوى الأعلى والمستوى الأدنى، وبين الجزء والجماعة، وبين المنظمة والفرد، وهو يعد ضمانا مهما للحفاظ على تضامن ووحدة الحزب والدولة، ودفع تطور القضية الاشتراكية.
